William E. Halal, PhD, is professor of management, technology, and innovation at George Washington University in Washington, D.C. and president of TechCast Global (www.TechCastGlobal.com) An authority on emerging technologies, strategic management, and institutional and economic change, he has conducted research and consulting projects for General Motors, IBM, AT&T, Blue Cross/Blue Shield, MCI, NASA, the National Institutes of Health, the Federal Courts, Saudi Arabia, and the Center for Soviet-American Dialogue.

Halal was a major in the Air Force officer, an aerospace engineer on Apollo, and a Silcon Valley business manager. He serves on the advisory boards of the World Future Society and Sterling & Stone Publishers as well as several journals.
